I’ve done work at a radio station in the past where it had a CD library of all the new and old song. New CDs came weekly. Now with the digital age the radio stations probably don’t use many CDs so where can I get my hands on one of those collections or a distributor’s clean collection of hip hop?

You could try Ebay but CD shops don’t have them, and they won’t sell to the public.
Isn’t "clean hip-hop" a contradiction in terms?

Does BDS count the spins on College Radio or do I register somewhere else for that?

yeah BDS count the spins on college radio but they alsom sometime register somewhere else for that. It depends on each different type of station

If you can get internet in your car wherever you go, then it’s plausible. Unfortunately, most internet still needs to be hooked up to the wall or in proximity to a signaling device.
